Safety Culture & Behaviour

Definition: Safety culture and behavioural safety (BBS) work assesses culture maturity and designs observation and feedback programmes that change how work is actually done on site.

We assess culture maturity, design behavioural safety programmes and coach leaders to reinforce the right habits. Systems, incentives and human factors are aligned so frontline reality matches stated values.

The problem we solve

Lagging indicators look acceptable until they don’t. Near-misses go quiet. People work around procedures. A “safety first” poster cannot fix misaligned incentives, weak challenge or fear of speaking up.

Who it is for

Organisations that want proactive culture — not only compliance — across property, FM, manufacturing, logistics and multi-contractor sites.

Scope

What we deliver

  • Culture maturity assessment (surveys, interviews, observations and artefact review)
  • Behavioural observation / BBS programme design that people will actually use
  • Leadership behaviour standards and cascade workshops
  • Human factors review of critical tasks and recurring event patterns
  • Integration with your management system, KPIs and learning processes

Method

How we work

01

Diagnose honestly

We map the gap between espoused values and work-as-done — including contractor interfaces.

02

Design for the frontline

Interventions are practical, time-aware and respectful of operational pressure.

03

Activate leaders

Middle managers and supervisors get coaching cues, not only training hours.

04

Embed and review

We set leading indicators and review cycles so the programme does not fade after launch week.

Technical depth

Topics covered

  • Safety culture maturity models and baseline scoring
  • Behavioural observation checklists and feedback quality
  • Just culture / learning culture principles
  • Human factors and error-tolerant task design (high-level)
  • Leading indicators: observations, interventions, learning actions closed

Outcomes

  • A prioritised culture roadmap with clear owners
  • Observation and feedback routines that create learning, not form-filling
  • Reduced recurring unsafe acts and near-miss patterns
  • Shared language for care, challenge and psychological safety

Best suited to

  • Sites stuck on lagging indicators
  • Businesses after a serious incident or enforcement action
  • Leaders who want proactive, not reactive, safety culture
  • Client-facing operations where culture is part of assurance

Examples

How this looks in practice

Behaviour programme rebuild

An inherited BBS scheme generated volume without quality. We redesigned observation categories, feedback skills and leadership follow-up — then linked findings into corrective action.

Post-incident culture recovery

After a serious event, trust was low. We ran a structured listening and learning programme, rebuilt challenge expectations and aligned SLT visibility with the investigation actions.

UK context — Aligned to UK expectations for a positive health and safety culture, worker engagement and competent management of risk — complementary to ISO 45001 clause requirements on consultation and participation.
